The apparatus is provided with an upper housing (2) and a lower housing (3) which are capable of relative rotation, the upper housing (2) being internally embedded with an upper rotary component (5), the lower housing (3) being internally embedded with a lower rotary component (6) and provided with a spring (7). Inner walls of the upper rotary component (5) and the lower rotary component (6) are respectively provided with mutually matching slide surfaces (8), so that the lower rotary component (6) moves away from the upper housing (2) and compresses the spring (7) when rotating relative to the upper rotary component (5) along a first direction. A stopping and limiting structure is also provided, to limit the rotation range when the lower rotary component (6) rotates relative to the upper rotary component (5) along the first direction, in order to prevent the slide surfaces (8) from disengaging. A guide tube (4) moves up and down with the lower rotary component (6). When the lower rotary component (6) rotates along the first direction, the guide tube (4) moves down. When the lower rotary component (6) rotates relative to the upper rotary component (5) along a second direction, opposite to the first direction, the spring (7) resets and the guide tube (4) moves up.
