PROBLEM TO BE SOLVED: To provide a respiration measurement program and respiration measurement apparatus, capable of simply and accurately measuring a respiratory frequency per unit time.SOLUTION: A respiration measurement program makes a computer function as: a calculation section 141 for calculating a respiratory frequency per unit time on the basis of the number of times of operation, at timing at which inspiration or expiration is performed by a subject person, of an operation section 11 operated by a measuring person to identify respiration by the subject person and a time during which the operation section 11 is operated and an output section 144 for outputting the respiratory frequency per unit time calculated by the calculation section 141. The operation section 11 is kept being operated during an action of inspiration and is kept from operation during an action of expiration. The respiration measurement program makes the computer function as an action identification section 142 for identifying a time zone in which the operation section 11 is kept being operated as that in which inspiration is performed and identifying a time zone in which the operation section 11 is not operated as that in which expiration is performed.
