PROBLEM TO BE SOLVED: To provide thin paper having excellent strength properties, and superior liquid permeability and liquid diffusibility.SOLUTION: This thin paper includes a first layer and a second layer overlapping it, and is used such that the first layer first comes into contact with a liquid. The first layer contains hydrophilic bulky fiber having a fiber roughness of 0.30 mg/m or above, and pulp fiber. The second layer contains specific pulp fiber having a fiber roughness of 0.10-0.20 mg/m, and a wet paper strength-reinforcing agent, and the freeness of the fiber contained in the second layer is 450-700 ml. The total basis weight of the first layer and the second layer is 10-30 g/m, and a crepe rate is 5-20%.
