The invention is achieved by irradiating a quantum such as photon, electron, quark or neutrino to a SIM card with a predetermined period, for providing quantum information. The SIM card is disposed on a portable information apparatus which comprising a LCD screen. Therefore, by energization of the portable information apparatus, the energy of quantum information is provided to the LCD screen, such that the SIM card and particle (atomic nucleus) of LCD resonate with each other. Then, quantum energy is radiated from the LCD screen to outside. Therefore, when a creature exposing in radiated quantum energy, it is possible to activate a tissue, such as improve blood circulation of animals or take an instant effect of healing.
