The present invention relates to a facility of manufacturing a plate-shaped oral dissolving film (ODF) and a manufacturing method thereof, and more specifically, relates to a facility of manufacturing a plate-shaped ODF, which is able to continuously coat and pack a health functional food in a jelly-type, which has uniform high content of effective ingredients or a drug in an equal production line and a manufacturing method thereof. To this end, the facility of manufacturing a plate-shaped ODF comprises: a raw material supply tank storing a liquid raw material where effective ingredients are mixed； a coating conveyor functioning as a coating support plate for a liquid raw material and allowing a belt made of a metal material to be circulated in a caterpillar-shape； a coating device installed on an upper side of the coating conveyor to discharge the liquid raw material supplied from the material supply part to the coating conveyor to be coated in a long shape； a cooling and drying part installed on a back side of the coating device to cool and dry the liquid raw material coated on the coating conveyor to become a gel-state； a cutting part arranged on a back side of the cooling and drying part to cross the entire coating conveyor in a widthwise direction to cut the raw material, which is in a gel-state by being continuously coated on the coating conveyor while forming a line shape, into a predetermined size； and a packing part positioned in back of the coating conveyor to individually pack the cut raw material.본 발명은 ODF 제조설비 및 그 제조방법에 관한 것으로, 더욱 상세하게는 고 함량의 유효성분을 탑재하면서도 유효성분의 함량이 균일한 젤리 타입의 건강 기능식품 또는 의약품을 동일한 생산라인에서 연속적으로 코팅 및 포장이 가능한 판상형 ODF 제조설비 및 그 제조방법에 관한 것이다. 이를 위해 본 발명에 따른 판상형 ODF 제조설비는 유효성분이 혼합된 액상 원료가 저장되는 원료 공급통과, 액상 원료의 코팅 받침판이 되는 것으로서, 금속 재질의 벨트가 무한궤도 형태로 순환하는 코팅 컨베이어와, 코팅 컨베이어의 위쪽에 설치되어 재료 공급부에서 공급되는 액상 원료를 코팅 컨베이어에 줄 형태로 길게 코팅되게 토출하는 코팅기와, 코팅기의 뒤쪽에 설치되어 코팅 컨베이어 상부로 줄 코팅되는 액상 원료를 냉각 건조시켜 겔(gel)화시키는 냉각 건조부와, 냉각 건조부의 뒤쪽에서 코팅 컨베이어의 폭 방향 전체를 가로지르게 배치되고, 코팅
