A calculation unit(43) calculates the ratio of changes in pulse rate when the measurement unit measures the pulse of the user for a predetermined time period. An estimation unit(44) estimates the pulse rate at stoppage of exercise, based on the time elapsed from the stop time to the measurement of the pulse by the measurement unit(42), the measured pulse rate, and the ratio of changes.
