PROBLEM TO BE SOLVED: To provide a perfume solubilizer which is excellent in solubilizing ability to various perfumes and can maintain the solubilizing ability even after long-term storage at various temperatures.
SOLUTION: The perfume solubilizer includes (A) a nonionic surfactant expressed by formula (1), (B) an alkylene oxide adduct of higher alcohol or an alkylene oxide adduct of an oil and fat having a hydroxyl group, and (C) an anionic surfactant. In formula (1), n is a number of 1.0 to 3.0 n pieces of Rs are each independently methylene, ethylene or ethylidene AO is 2-4C oxyalkylene and m is a number of 1 to 60 on average.
