The MICOM reduces PIH and D.T. by securing cooling time for a position to which a laser beam is transmitted in a skin surgery step of irradiating the laser beam to skins through time & maximum space cooling by using a peak value of a laser pulse when an amplitude of the generated laser pulse reaches a peak value and then reaches a predetermined normal state value.
