A non-contact cerebral blood oxygen detecting system, comprising a mobile terminal device (1). A transmitting module (11) in the mobile terminal device (1) is configured to emit dual-wavelength near-infrared light to a target object (3). A receiving module (12) is configured to receive an optical signal fed back by the target object (3) after propagation, and to perform data conversion on the received optical signal, to obtain a digital signal containing blood oxygen information. A control module (13) is configured to acquire the blood oxygen information of the target object according to the digital signal obtained by the receiving module. A display module (14) is configured to display the blood oxygen information acquired by the control module (13).
