The present invention relates to a hydrogen generation and hydrogen water generation apparatus which separates oxygen and hydrogen from water by electrolysis. The hydrogen generation and hydrogen water generation apparatus comprises: a rear body which has a water tank having a water insertion pipe and an oxygen tank having an oxygen discharge pipe which are formed on a front side and has an electrolytic bath having a plurality of separation walls and water channels and formed on a rear side; a front body which corresponds to the rear side of the rear body to be integrated into one body and has a hydrogen discharge pipe; an electrolysis panel which comprises an oxygen electrode plate, an electrolytic separator, and a hydrogen electrode plate in order from a side of the rear body, supplies oxygen to the side of the rear body through electrolysis for separating water into oxygen and hydrogen, and supplies hydrogen to a side of the front body; and a hydrogen water generator which is formed as a floater in the oxygen tank to selectively discharge only oxygen, between water and oxygen which are mixed in the oxygen tank, through the oxygen discharge pipe in accordance with the amount of oxygen inserted into the oxygen tank through an oxygen through-hole penetrating the oxygen tank and the electrolytic tank of the rear body and has, on a front side of the front body, a venturi joined to the hydrogen discharge pipe to be able to generate hydrogen water by compressing hydrogen into inserted water. Blood circulation through respiration can be improved by generating/supplying hydrogen. In addition, production costs can be reduced by miniaturization of a simple structure. Oxygen can be selectively and mechanically discharged without user′s manipulation.
