In this case, polyoxyethylene (196) polyoxypropylene (67) glycol is preferable as the separation inhibitor, diisopropanolamine is preferable as the pH adjuster, and dibutylhydroxytoluene is preferable as the antioxidant.薬物安定性及び薬物均一性に優れた軟膏剤を提供する。本発明の軟膏剤は、１～５重量％の１－［２－［（４Ｓ）－４－ヒドロキシ－１，２，３，４－テトラヒドロキノリン－１－イル］－４－ピリジル］－２，３－ビス（ヒドロキシメチル）－６，７－ジメトキシナフタレン・３／２水和物、３～７重量％の分離抑制剤、１５～５０重量％のゲル化炭化水素、ｐＨ調節剤及び、０．０５～０．４重量％の抗酸化剤を含有し、薬物の安定性・分散性に優れている。この際、分離抑制剤としては、ポリオキシエチレン（１９６）ポリオキシプロピレン（６７）グリコールが、ｐＨ調節剤としては、ジイソプロパノールアミンが、抗酸化剤としては、ジブチルヒドロキシトルエンが好ましい。
