PROBLEM TO BE SOLVED: To provide a measuring instrument and measuring method, for measuring an elevation angle being a hair growing angle without shaving hair.SOLUTION: The hair measuring instrument 10 includes: a first flat plate 12 to be used by pressurization against skin 60 with the hair 50 grown therefrom a second flat plate 14 arranged to be erected from the first flat plate 12 a position index 20 arranged to be visible from one side of the second flat plate 14 and an elevation angle measuring scale 32 for measuring the growing angle &phiv of the hair 50 with respect to the first flat plate 12 with the position index 20 as reference.
