PROBLEM TO BE SOLVED: To provide a vertebra fixing operation instrument capable of suppressing the careless detachment of the anchor fixed to the vertebra and capable of easily attaching a vertebra fixing rod to the anchor.SOLUTION: This operating instrument 1 includes an inner cylinder 4 and an outer cylinder 5. The inner cylinder 4 contains an inner cylinder body, a pair of first side walls 12 and 13 and a pair of holding parts 18 and 18 formed to the loading ends of a pair of the first side walls 12 and 13 in order to hold a vertebra anchor 2. The outer cylinder 5 contains an outer cylinder body and a pair of second side walls 38 and 39. A pair of the second side walls 38 and 39 contains a pair of holding parts 41 and 41.
