The present invention relates to a method of applying cosmetic oil for retaining skin moisture using composite oil and a steam generator. In addition, the present invention sprays steam to the skin area to be applied with the composite oil using a steam generator while applying heat of a predetermined temperature to the skin to maintain a predetermined temperature of the skin and fully expand the pores of the skin, followed by applying the composite oil on the skin, thereby increasing the absorption of the composite oil.
