The present invention has: a suction deposition device for producing a continuous body of an absorber that is continuous in a prescribed direction by suctioning in air via a plurality of intake holes in an intake surface and thereby suctioning in and depositing the liquid-absorbent material onto the intake surface and a cutting device for producing the absorber by cutting the continuous body of the absorber at boundaries of the absorbent material that are set on the continuous body of the absorber at intervals along the prescribed direction. The intake surface has a first suctioning region (AL) in which the intake holes are formed at a first ratio, and a second intake region (AH) in which the intake holes are formed at a second ratio higher than the first ratio.
