PROBLEM TO BE SOLVED: To provide a method for producing (-)electric charge in a simple way without requiring any electric source, fan, filter, etc. and for continuing it to be maintained, and also a means for applying this method to a human body and a device.SOLUTION: By the method for electrostatic charging, a sponge tube 2 made of nitrile rubber usually charged with near zero or (+) static electricity is brought into tight contact with the outer circumferential surface of a silicone rubber tube 3 usually charged with (-) static electricity, so that the negatively charged silicone rubber tube 3 is charged with (-) static electricity for continuously maintaining the charged state.
