An organized surfactant system with extremely high transparency. The system comprises water and at least one surfactant having an HLB (Hydrophilic Lipophilic Balance) value of less than 10 and a mixture of at least one surfactant having an HLB value of 10 or more. An organized surfactant system forms multilayered vesicles and has suspension properties without the addition of electrolytes, carbohydrates, or polymeric thickeners. As such, the structured surfactant system is particularly useful in personal care compositions.
