PROBLEM TO BE SOLVED: To provide an alcohol-in-oil type emulsified composition which contains a high concentration of ethanol to the effect of ethanol and which is stably retained in the internal phase and has excellent emulsion stability. SOLUTION: This is selected from (A) an oil agent having a SP value of 19.5 or less and liquid at 25° C., (B) a both-end type polyether-modified silicone, a polyether/alkyl co-modified silicone, and a polyglycerin/alkyl co-modified silicone. An alcohol-in-oil emulsion composition containing one or more silicone surfactants and (C) an aqueous solution containing 50% by volume or more of ethanol.
