The present invention relates to cosmetics and, more particularly, to whitening cosmetics which maintain a white lumpy cream phase, and a method of preparing the whitening cosmetics. The purpose of the present invention is to provide the whitening cosmetics which prevent the generation of melanin on the skin of a user by simultaneously and effectuvly block ultraviolet B (UVB) rays and ultraviolet A (UVA) rays, and which improve the texture of the cosmetics when the user applies the cosmetics on the skin by preparing the cosmetics in a lumpy form. A method of preparing the whitening cosmetics includes: a mixing step of mixing 100 parts by weight of a first base material with 4.5 to 5.5 parts by weight of a second base material based on 100 parts by weight of the first base material； a dissolution step of dissolving the first mixture obtained in the mixing step while stirring at 38 to 42°；C for 8 to 12 minutes； a stirring step of injecting 1.1 to 1.3 parts by weight of a third base material based on 100 parts by weight of the first base material into the first mixture dissolved in the dissolution step to stir the third base material in the first mixture for 8 to 12 minutes； an injecting and mixing step of injecting a fourth base material into the second mixture obtained in the stirring step to stir the fourth base material in the second mixture for 18 to 22 minutes； and a packing step of vacuum-packing the composition prepared in the injecting and mixing step.
