The present invention relates to a composition for treating dermatitis, capable of treating dermatitis by using a composition for treating dermatitis, constituted by mixing water, citric acid, zinc oxide, and arginine, and to a method for treating dermatitis by using the same. The present invention is configured by mixing 88-92 wt% of water, 3-6 wt% of citric acid, 0.08-0.3 wt% of zinc oxide, and 5-7 wt% of arginine.
