The operation instruction processing part generates operation instruction information for changing the operation state of the division work appliance based on the schedule information stored in the storage part. The output part outputs the generated operation instruction information to the division work appliance. The division work appliance has an acquisition part and a flow rate adjustment appliance. The acquisition part acquires output operation instruction information.
