The layer contains a therapeutic agent, an antioxidant selected from butylated hydroxytoluene (“BHT”) and butylated hydroxyanisole (“BHA”), and an additive selected from PEG-20 sorbitan monooleate, PEG-20 sorbitan monolaurate, PEG-15 2 hydroxystearate, oleth 10, oleth 20, PEG-b-PLA, dioctyl sodium sulfosuccinate, sodium dodecyl sulfonate, polyvinylpyrrolidone, PEG 35 castor oil, sorbitol, lecithin, and combinations thereof. The tissue to which the therapeutic agent is delivered may include coronary vasculature, peripheral vasculature, cerebral vasculature, esophagus, airways, sinus, trachea, colon, biliary tract, urinary tract, prostate, and brain passages. The balloon catheter may be a perfusion balloon catheter, an infusion catheter, a cutting balloon catheter, or a scoring balloon catheter.
