According to the present invention, a cosmetic composition is a water in oil type cosmetic composition containing a film former in the outside, wherein a recruitment agent is more contained in the inside. The recruitment agent performs a role to form a kind of a bridge between the film former in the outside and skin, wherein a relevance index with the skin may be low.
