Provided herein are devices and methods for the topical and controllable delivery of cargo across or into biological tissue, particularly skin. These devices allow delivery of cargo to deeper cell layers of tissue. These devices include microstructure arrays with nanochannels. Also disclosed are devices that include one or more microstructure arrays enclosed within a frame.
