The present invention relates to a plasma device for skin beauty and skin disease treatment of a dielectric barrier discharge method, and more particularly, to a plasma device of a DBD discharge method, including a floating electrode. Plasma is sensitively generated by an arbitrary skin contact of a user due to the concentration of an electric charge and an electric field by the floating electrode. Various types of floating electrodes enable effective DBD devices. A dielectric layer of the DBD device with the floating electrode according to the present invention can use various dielectric materials such as a vinyl material and a composite material of a polymer and a glass material in addition to a glass material and a ceramic material, and the plasma device without ozone discharge is provided.본 발명은, 유전층 장벽방전 방식의 피부미용 및 피부질환치료용 플라즈마 장치에 관한 것으로, 플로팅 전극을 구비한 DBD 방전 방식의 플라즈마 장치이다. 플로팅 전극에 의한 전하의 집중과 전기장의 집중으로 사용자가 임의로 피부 접촉에 의하여 민감하게 플라즈마가 발생한다. 다양한 형태의 플로팅 전극에 의하여 효과적인 DBD 장치가 가능하다. 본 발명의 플로팅 전극을 구비한 DBD 장치의 유전층을 유리재 및 세라믹재 이외에도 비닐계 및 폴리머와 유리재의 합성재 등의 다양한 유전재의 사용이 가능하며, 오존방출이 없는 플라즈마 장치가 제공된다.
