Provided is use of a protein encoded by a nucleotide sequence with 90% or higher sequence identity to SEQ ID NO:1 for regulation of gene expression. The protein activates expression of a gene under induction of a medium or long chain alkane or a medium or long chain fatty acid methyl ester. Also provided is a whole cell catalytic system under regulation of a medium or long chain alkane or a medium or long chain fatty acid methyl ester. The system includes a recombinant microorganism cell expressing the protein and an alkane monooxygenase.
