PROBLEM TO BE SOLVED: To provide a blood alcohol concentration watch device that is inexpensive and portable, and is a wristwatch-type by a near-infrared light spectrometry.SOLUTION: A blood alcohol concentration watch device includes a clock function, a CPU having an alarm function, a memory connected to this CPU, pulse light emitting means controlled by the CPU, and light receiving means. A pulse superimposed on a stair part and a landing part is included in the reflection pulse light reflected by skin including the blood vessel. This superimposed pulse is the pulse by the near infrared ray and having an amplitude of 1 ms or less.
