More specifically, the present invention relates to a cosmetic composition for blocking ultraviolet rays, which is characterized by a hollow styrene/acrylate copolymer, an organic sunscreen, an inorganic sunscreen, or a mixture of the same； a dispersion stabilizer； and wax, and being a water-in-oil solid dispersing a hollow styrene/acrylate copolymer in water during manufacturing.
