Distal end zones 18 of the second end portions 16 are secured to the first end portions so that the second end portions cover the waist-surrounding elastic member 17. The first and second end portions 15, 16 respectively have opposite lateral zones 19, 20 and intermediate zones 21, 22. The first and second end portions 15, 16 are joined in the lateral zones 19, 20 thereof and let free from each other in the intermediate zones 21, 22 thereof.
