The present invention relates to a slope vegetation mat for on-site placement and a construction method. In particular, the slope mat is installed in a slope direction of a bank, and seeds are coated on the vegetation mat to germinate on a sloped surface of the bank. Moreover, heat is supplied to the seeds so that the seeds can more easily germinate. The slope vegetation mat comprises: a first slope coir net (10) contacting a sloped surface (210) of a waterway (200) and fixed on the ground； an adhesive layer (20) coated on the top of the first slope coir net (10)； and a second slope coir net (30) installed on the adhesive layer and having seeds coated on the top surface thereof.
