PROBLEM TO BE SOLVED: To provide a rotary actuator which can inhibit a working fluid from escaping from one side of a pressure chamber partitioned by vanes to the other side while arranging an outer seal member between a housing and a cover.SOLUTION: A rotary actuator 3A includes: a housing 4 having an internal space 41 in which vanes 6 are disposed； and a cover 5 attached to the housing and covering the internal space. An annular seal groove 9 is formed having a triangular cross section between the housing and the cover so as to surround the internal space.
