PROBLEM TO BE SOLVED: To provide a roughness evaluation device and method capable of accurately measuring and evaluating roughness of an internal interface of a sample.SOLUTION: The roughness evaluation device includes generation means 1 for generating an electromagnetic wave pulse 2, detection means 7 for detecting an electromagnetic wave pulse 5 from a sample 4 irradiated with the electromagnetic wave pulse, time waveform calculation means 8, and processing means 9. The time waveform calculation means 8 calculates a time waveform of the electromagnetic wave pulse from the sample detected by the detection means.
