The present invention relates to a plasma generation device having an ozone generation reducing means and a skin care medical instrument using the same. More specifically, the present invention relates to a plasma generation device having an ozone generation reducing means and a skin care medical instrument using the same, wherein the device comprises: a substrate part made of a ceramic material to generate plasma between the device and user skin； a power electrode part located on a rear surface of the ceramic substrate part and directly supplied with electric power； a power supply part supplying the electric power to the power electrode part； and a coating part consisting of a functional thin film capable of making ozone absorbed on the surface of the substrate part and removing the ozone generated.
