PROBLEM TO BE SOLVED: To provide a therapy planning apparatus and a particle beam therapy system capable of creating a target region with a margin to compensate variation of the range while considering the structure on the path through which a particle beam passes to be applied to a target in the radiotherapy using a scanning method.SOLUTION: The target region based on the amount of energy loss on the path is created from the structure on the path for the particle beam to the target, and after applying a margin to the region, coordinates of the region are converted to the original coordinates.
