To provide an oxidant type hair dyestuff or hair-bleaching agent composition and excellent in bleaching POWER by containing much oil content, having a good compatibility with the hair and without causing the increase of sticky feeling over time after applying it ON the hair or decrease of combing property caused by the deterioration of extensibility.
SOLUTION: This hair dyestuff or hair bleaching agent composition is provided by containing the following components (a) to (d): (A) 2 to 10 wt.% surfactant (B) 10 to 35 wt.% oily component (C) 3 to 20 wt.% polyhydric alcohol and (d) 0.1 to 12 wt.% oxidant based ON hydrogen peroxide wherein the weight ratio of the (a) component to the (b) component, (b)/(a), is 1 to 10 and the weight ratio of the (c) component to the total of the components (a) and (b) and (c)/[(a) + (b)]Is 0.1 to 1.
