[Problem] To provide: an aqueous dispersion composition in which a hydrophobic powder is stably and uniformly dispersed in an aqueous phase, and which has excellent handling properties, while enabling the achievement of sufficient functions such as water repellency, water resistance and sebum resistance in cases where this aqueous dispersion composition is blended into a cosmetic composition and the like； a use of this aqueous dispersion composition (especially, a use as a starting material for a cosmetic composition)； and a method for producing a cosmetic composition.[Solution] An aqueous dispersion composition which contains at least (A) a carboxylic acid-modified silicone that is in a liquid state at 50°C, (B) a hydrophobic powder, (C) a basic substance and (D) water, while optionally containing (E) one or more alcohols that are selected from among polyhydric alcohols and ethyl alcohol, and which is configured such that: 80% by mass or more of the entire composition is composed of the components (A)-(E)； the component (B) is contained in an amount of from 10% by mass to 70% by mass of the entire composition； and the component (A) is contained in an amount of from 5 parts by mass to 30 parts by mass relative to 100 parts by mass of the component (B).
