PROBLEM TO BE SOLVED: To promote or suppress germination and hatching of a plant and an animal by changing a magnetic field environment with a DC magnetic field and an extremely low frequency(ELF) weak magnetic field. SOLUTION: This apparatus 100 for germination and hatching is provided with, e.g. a wooden frame 1, a coil 11, a coil 12, a coil 13 and a petri dish for germination and hatching (a germination and hatching container) 14. Seeds in the petri dish 14 for germination and hatching arranged in the wooden frame 10 are placed in the magnetic field environment of the ELF weak magnetic field at a prescribed frequency and a prescribed magnetic field intensity applied from the coil 11 combined with the DC magnetic field applied from the coils 12 and 13.
