The present invention discloses a smart IV management system and method. An IV hanging device according to an embodiment of the present invention comprises: a supporter vertically standing； an IV hanging unit installed on the top of the supporter for mounting an IV container； a weight measuring unit for mounting the IV container and measuring a change in weight of the IV container； and a control unit for estimating an infusion rate of the IV fluid based on the change in weight, and controlling the output of a result of comparing the estimated IV fluid infusion rate and an appropriate infusion rate, wherein the IV hanging unit comprises a horizontal support； a vertical support which has a hanging hook at one end, and is rotatably connected to the horizontal support； and a rotating unit connecting the horizontal support and the vertical support.
