The present invention relates to an apparatus for relieving snoring and sleep apnea using a self-tuning way which relieves the snoring and sleep apnea by manufacturing the apparatus into a plate type small kit without including a control box or a separate signal analyzer that disassembles airway vibration of snoring by frequency and analyzes the disassembled airway vibration of snoring, thereby applying vibration having a phase opposite to that of the airway vibration to the airway after wearing the apparatus on the neck of a wearer, and a method for relieving snoring and sleep apnea using a self-tuning way. An apparatus for relieving snoring and sleep apnea according to the present invention comprises: a phase reversing part which reverses a phase of an airway vibration signal detected in a sensor part to generate a reversed signal an actuator part which generates reversed airway vibration according to the reversed signal and a neck wearing part which enables the sensor part, the phase reversing part and the actuator part to be worn around the wearer by mounting the sensor part, the phase reversing part and the actuator part on the neck wearing part in a state that the sensor part, the phase reversing part and the actuator part form the whole circuit.
