A feeding hole 11 is installed on an upper end surface of the box body 10, a preparation passage 12 is communicated with a lower end surface of the feeding hole 11, and first transmission housings 13 directed to the preparation passage 12 are installed on left/right sides of the preparation passage 12 in a symmetric manner. A fan-shaped rotary cutter 14 is installed in the first transmission housing 13, a stationary shaft 15 is fixedly installed on an upper end surface of the rotary cutter 14, a second transmission housing 22 is communicated with an upper side of the first transmission housing 13 and installed thereon, and left/right sides of the second transmission housing 22 are communicated.
