The member having a photocatalytic decomposition ability comprises: a base material； and photocatalytic metal oxide particles immobilized on the base material, the base material having a surface treated with silicification flame treatment, the photocatalytic metal oxide particles are immobilized with a silicon-type binder on the base material on the surface treated with silicification flame treatment.
