The method comprises the following processes: obtaining a high concentration extract by heating, decompressing, and cooling a mixture of a Jania rubens extract, a Prunella vulgaris extract, and a Fucus vesiculosus extract, and obtaining a skin protecting agent by combining the high concentration extract with petrolatum and lanolin mixing the skin protecting agent with a heating agent, which is vanillyl butyl ether, and maintaining the mixture at a temperature of 45 to 55C and combining a mixture of the heating agent and the skin protecting agent maintained at a temperature of 45 to 55C with a wetting agent, a skin conditioning agent, a surfactant, an emulsification stabilizer, a preservative, a viscosity adjusting agent, a chelating agent, a flavor, and water.
