The present invention relates to a foldable pad with a cervical spine extension effect, and a manufacturing method thereof. According to the present invention, a plurality of layers (11, 12, 13) made of elastic foamed materials, which provide elastic force to extend and support a cervical spine with restoration force of a strong elasticity generated when being folded in lateral and longitudinal directions, are bonded to be able to be bent and unfolded in lateral and longitudinal directions. Moreover, groove parts (2) laterally and longitudinally formed at an end part of each facing side are formed in a rectangular shape to support the cervical spine in a separated state when being folded. Accordingly, the cervical spine is extended by elastic restoration force of the end parts folded by being spaced apart from each other, thereby providing an effect of improving safety to be safely used and user convenience. Moreover, a folding direction is differently changed, thereby simply applying an elastic force to the cervical spine in a different direction.
