PROBLEM TO BE SOLVED: To provide a novel polysaccharide and a novel polysaccharide having an excellent hair-growing action.SOLUTION: A polysaccharide in which a sugar moiety as a basic structure of the polysaccharide is constituted of at least galactose and mannose, and the galactoses include a furanose type galactose, is disclosed. In the above described polysaccharide, an extracellular polysaccharide derived from Parachlorella is disclosed. There are disclosed a hair matrix cell growth activator, an FGF-7 production accelerator, a VEGF production accelerator, a hair tonic, a melanogenesis inhibitor, a skin-whitening agent, and an external preparation for skin which contain: the polysaccharide in which the sugar moiety as the basic structure of the polysaccharide is constituted of at least galactose and mannose, and the galactoses include the furanose type galactose or the extracellular polysaccharide derived from Parachlorella.
