A discharge part 34 for discharging a part of the purifying liquid 5 in the storage tank 6 to the outside thereof is arranged in the intake region 27. A diluting liquid injection part 42 for injecting a diluting liquid 41 to dilute the purifying liquid 5 is arranged in the reaction region 30.
