PROBLEM TO BE SOLVED: To provide an ultraviolet ray shielding powder using fullerene or graphene as a powder substrate and hardly reducing antioxidative activity which the powder substrate has and a manufacturing method therefor.SOLUTION: The ultraviolet ray shielding powder is constituted of a powder substrate 70 consisting of fullerene or graphene, a first coating layer 71 selected from nickel oxide NiO and tin oxide SnOand coating the powder substrate, a second coating layer 72 selected from titanium dioxide TiO, zinc oxide ZnO, and cerium oxide CeOand coating the first coating layer, and a coating treatment layer 73 selected from silicon dioxide SiOand aluminum oxide AlOand coating the coating layers.
