The atomization unit includes an atomization electrode (135) and counter electrode (136) for applying a voltage to water supplied to a nozzle tip. A voltage application unit (133) is configured to generate a potential difference by applying a high voltage between the atomization electrode (135) and the counter electrode (136). The atomization state determination unit is configured to determine the state of the atomization unit (139) according to an applied current or applied voltage signal that is applied to the voltage application unit and detected by the output detection unit (158). The control unit (146) controls the atomization unit (139) according to a signal from the atomization state determination unit.
