An agent for hair dyeing or bleaching includes (A) (a1) from 10 to 30% by weight oil which is in a liquid form at normal temperature and (a2) an oil which is in a solid form at normal temperature, which includes a higher alcohol which is in a solid form at normal temperature, and the weight ratio (A)/(a2) of the total weight (A) of (a1) and (a2) to (a2) is from 3 to 8 (B) (b1) a cationic surfactant and (b2) a nonionic surfactant, wherein the cationic surfactant includes an alkyltrimethylammonium chloride which has from 16 to 22 carbon atoms in the alkyl group thereof, and the total weight (B) of (b1) and (b2) is from 0.5 to 1.8% by weight, and (C) from 0.1 to 12% by weight of an oxidizing agent, wherein, the weight ratio (A)/(B) of (A) to (B) is from 5 to 30.
