PURPOSE: A cosmetic composition containing a fermented extract containing Sophora Flavescens roots, Chrysanthemum Boreale flowers, Cnidium Officinale roots, Saponaria Officinalis leaves, and Houttuynia cordata is provided to protect scalp and to relive skin irritation.CONSTITUTION: A cosmetic composition which protects scalp and relieves skin irritation contains 0.001-30 wt% (preferably 2 wt%) of a fermented extract containing Sophora Flavescens roots, Chrysanthemum Boreale flowers, Cnidium Officinale roots, Saponaria Officinalis leaves, and Houttuynia cordata. A method for preparing the cosmetic composition comprises the steps of: boiling a mixture containing Sophora Flavescens roots, Chrysanthemum Boreale flowers, Cnidium Officinale roots, Saponaria Officinalis leaves, and Houttuynia cordata at 80-100°C for 30 minutes to one hour to reduce contamination by microorganisms dry-fermenting the mixture under an anaerobic fermentation condition at 20-50°C and a pH concentration of 5.0-7.0 for 1-7 days performing solid fermentation of the fermented mixture using Bacillus sp. microorganisms and producing polymeric materials sterilizing the polymeric materials adding purified water or low carbon number alcohol (ethanol) to the polymeric materials in a volume ratio of 1:1-1:5 extracting the secondary mixture by hot water extraction or ultrasonic extraction and collecting the extract and concentrating the extract.COPYRIGHT KIPO 2013본 발명은 두피 보호 및 피부 진정 효과를 가지는 화장료 조성물에 관한 것으로, 더욱 상세하게는 주요 성분으로 고삼, 들국화, 천궁, 비누풀, 어성초로 구성된 발효 추출물을 함유하여 두피 보호 및 피부 진정 효과가 우수한 화장료 조성물을 제공하는 것이다.
