Disclosed is a water-in-oil (W/O) emulsion composition which contains an oil-soluble ultraviolet absorber having a low solubility, and has good sense of use and also an excellent ultraviolet absorption ability and stability. The W/O emulsion composition is characterized by comprising (a) an aqueous dispersion of an oil-soluble ultraviolet absorber, (b) a polyoxyalkylene modified polysiloxane having a molecular weight of 2000 or more, and (c) 5 % by mass or less of an ultraviolet scattering agent, wherein the component (a) is contained in an internal phase. Component (a) is preferably an aqueous dispersion of composite particles of an oil-soluble ultraviolet absorber and an organic polymer.
